The 3.5 capabilities (Workflow facade, execute_loop, shared WorkflowBudget, the parallel(specs, budgetTokens?) overload, and the parallel-write safety-gate fix) were already documented in the README body but filed under the 3.4 changelog heading. This adds a dedicated What's new in 3.5 entry (and moves the workflow item there) so the README's changelog reflects the v3.5.0 release.

parallel budget overload, and the parallel-write safety fix) were documented in
