Create automated deployment

[Sporiff]

To test this server, we need to come up with a test deployment. The deployment needs to:

• Run at a publicly accessible address, secured with TLS
• Reset and wipe all data every 2 hours
• Contain a demo user
• Enable users to sign up for accounts

This has mostly been achieved (see https://opa-test.sporiff.dev). Two more things are required:

1. Create a build pipeline to build images for deployment.
2. Create an automated wipedown script.
