Prove Edict and external Echo provider conformance and semantic parity

Purpose

Close the cross-repo handoff with one reviewed end-to-end fixture proving the external Echo provider changes ownership and release identity without changing meaning.

Acceptance criteria

• Compilation uses only generated Echo semantic artifacts from Generate Echo Edict lawpack, target profile, authority facts, and provenance #652.
• Edict's capability-denied host invokes the packaged lowerer and verifier from Assemble the digest-locked Echo Edict provider package #655.
• External and built-in compatibility paths produce identical Target IR canonical bytes and digest.
• External and built-in paths produce the same semantic bundle digest; release identity names the external components and may differ.
• Generated helpers from Generate Target-IR-bound Echo registration and invocation helpers #656 bind the exact Target IR and bundle identities.
• Two independent processes reproduce the same completed observation.
• The negative corpus covers source/artifact/schema/component tampering, unsupported semantics, wrong intrinsic, dropped obstruction, overclaim, noncanonical output, helper identity mismatch, and ambient-capability denial.
• The fixture pins exact Echo, Edict, and Wesley commits and records reproducible generation commands.
• Results and fixture links are posted back to Feature: Create Echo-owned provider implementation issues edict#142.

Boundaries

This proves provider generation, lowering, verification, and bundle identity. It does not claim Echo admission, runtime execution, browser execution, or a runtime receipt; those remain under #583, #589, and #516.

Dependencies

Prerequisites #653, #654, #655, and #656 are complete. The native blocked-by graph remains the authoritative dependency record.
