[Feat] Eclipse Chat text edit field: add option disable input history accessible by hard-coded through arrow_up/arrow_down

The chat text edit field violates the default text edit behavior expected by the users: If you press the cursor key up to go up one line instead the whole prompt is replaced by an old prompt. This is totally unexpected and there doesn't seem to exist a key binding you could reconfigure to change this behavior. Also I wasn't able to identify a configuration option that would allow to restore the default behavior of cursor up/down in a multi-line edit field to go up/down one line.

Also the text edit field is very small and it's height can be changed. For long prompts this is a problem...

According to the commit that added this code the feature is called "input history".
