Incorporate planning structure skill to split plans into tasks

Add and reference the [planning structure skill](https://gist.github.com/sflandergan/4c7e04612990c6165ed3e84461b3db0d) to split plans into tasks.
This makes reviewing easier and allows `implement` to provide a task reference instead of task content
