Adds a global message Zod schema. To keep the context enums in the projects they are actually used, I made that part generic. See e.g. https://github.com/AtB-AS/planner-web/pull/750/changes on how it's used in practice.
For rules, I also included some util functions, since these are not platform specific, and copied directly between projects. Also adds some tests for the rule logic.
