Fixes the post-merge review findings in the benchmark submission skill:\n\n- prevent upload execution after failed Cloudflare Access login\n- move scoring dispatch/watch/PR lookup into a tested helper\n- recover the run URL when GitHub CLI does not print it\n- stop before PR lookup when scoring fails\n- return only the PR matching the submitted ID\n- replace the abstract upload confirmation checklist with a concrete template\n\nValidation: 239 passed, 4 skipped; skill validator and bash syntax check pass.
