Closes #67.\n\nStacked on #70 / issues #65-#66. Adds the versioned private Top50 artifact contract, canonical inventory and ledger validation, independent certificate re-verification, Bugs@10/25/50 diagnostics, compact private scored records, aggregate-only public projection, and contract-separated leaderboard behavior. Top50 ties are not broken by tokens/cost/elapsed time.\n\nVerification:\n- 287 passed, 1 skipped, 14 deselected\n- 105 focused contract/board/docs tests pass\n- changed-file Ruff and JSON schema parse checks pass
