Fix estimate-only filter summaries

Summary

• Accept last_estimates when last_filter_states is omitted in summarize_filter_results().
• Treat a missing scenario_config["mtt"] flag as False for single-target summaries.
• Add regression coverage for estimate-only Euclidean summaries without an explicit MTT flag.

Bug fixed

summarize_filter_results() documents and errors as though either last_filter_states or last_estimates may be supplied, but the control flow only accepted last_estimates when last_filter_states was also present. Estimate-only callers therefore raised ValueError. After that path is accepted, plain single-target configs without an mtt key should also summarize as non-MTT instead of raising KeyError.

• Inspected the branch diff against main via GitHub compare.
• Full test suite not run locally; this environment could not clone/install the repository.
