Normalize invalid scenario numeric inputs

Summary

• Wrap non-iterable, nonnumeric scenario values in the helper's existing ValueError path.
• Preserve the standard scenario validation message instead of leaking a raw TypeError.
• Add a focused regression for an invalid scalar-like measurement value.
