Update CODEOWNERS team names for rapidsai->NVIDIA migration

After we migrate cuVS to the NVIDIA GH org, we'll need to update the CODEOWNERS team names to ensure continuity.

N.B. DO NOT MERGE until after this repo has been migrated to the NVIDIA org.

FWIW the verify-codeowners pre-commit check is desperately trying to revert this. She won't pass until probably post-org-migration.

Just delete it from .pre-commit-config.yaml for now. It's there to enforce conventions and we're changing the conventions intentionally here.

Will CODEOWNERS assignment work cross-org? Like are we expecting that if this is merged, auto-assignment will continue to work for as long as the repo's still here in the rapidsai/ org?

I genuinely don't know, and if that works then that's pretty cool!

If it doesn't, would wait to do this until after the repo moves.

@jameslamb AFAIK no team-based anything works across orgs. Per PR description I don't want this merged until after the migration happens.

That said, I kicked off the migration paperwork a couple minutes ago, so I think this PR is appropriately tee'd up. I'll re-run the checks post-migration.
