O.S. Systems Embedded Linux distribution OpenEmbedded/Yocto layer

This layer provides the base for the O.S. Systems Embedded Linux.  It
provides the "oel" distribution and a set of helpers used for multiple
products being developed with OpenEmbedded and/or Yocto Project.
