- Create CODEOWNERS with DevRel team
- Add catalog-info.yaml for service catalog integration

This repo runs WordPress core hosting tests to get Pantheon listed on
make.wordpress.org/hosting/test-results/. DevRel will maintain this
going forward.
DELENG-444: Establish DevRel ownership for wporg-phpunit-test-runner
Merges upstream through 12388e8 and adapts the runner to execute
  tests on a Pantheon site via Terminus rather than locally on GHA.
  See PR description for full details.
Merges upstream changes while preserving Pantheon-specific implementation
(Terminus-based test execution, on-container DB credentials, base64 file
transfer). Drops props-bot.yml which is not relevant to this fork.
