This also improves the earlier race condition fix. I have submitted the changes upstream in coreos/ignition#2234, but I have left out the partition deletion change as well as the test changes, since we don't run them.
How to use
I'll attach a Butane config to try this out once it has built.
Testing done
A Jenkins run has...
changelog/directory (user-facing change, bug fix, security fix, update)/bootand/usrsize, packages, list files for any missing binaries, kernel modules, config files, kernel modules, etc.
