Release new cricket header on web

What does this change?

Release the new cricket header on web only, delete the old scorecard component

Update the playwright test for the cricket liveblog, using the playwright clock API rather than a long timeout, which I've applied to the other liveblog tests.

The isApps check has also been removed, as we want to start testing in apps as well. This won't enable immediatly as apps are still using the legacy apps templates at the moment.

Why?

We've tested behind a 0% ab test, and are confident it's ready for release

Please rebase this branch against main before deploying to CODE. #16321 made some changes to CI and infrastructure. Deploying this branch without these changes present will either:

• Fail when using Riff-Raff's default update strategy
• OR delete the new infrastructure if using Riff-Raff's "dangerous" mode
