feat: weight engineering transfers in readiness score

Summary

• release ipcheck v0.10.0 with readiness-score rule v4
• split the score into 80 points for AI interaction and 20 points for engineering transfer
• replace one-shot Cloudflare samples with two capped sizes per direction, confidence metadata, and conservative repeat-evidence caps
• update terminal/Markdown/JSON output, schema version 3, bilingual docs, changelog, and demo assets

Why

The previous four-point maximum transfer deduction understated sustained upload/download constraints for developers using proxy routes. The new weighting makes repeated transfer bottlenecks visible while keeping the actual Codex or Claude protocol path as the primary signal.

Compatibility and safety

• preserves legacy top-level bandwidth HTTP status while keeping partial data in nested fields
• never reads credentials or sends billable model requests
• labels Cloudflare results as proxy-path reference transfers, not AI API throughput or peak bandwidth
