Re-running enroll-netdev after a partial failure previously hit 409 conflicts on the existing node or ports and required a manual
baremetal node deletebefore retrying. Look up the node by name and ports by MAC, reuse and converge existing objects instead of blindly creating, and only run state transitions that are actually needed.
