When an airgap install uses an image-overrides bundle that still contains haproxy:3.4.1-alpine3.24, this changed value makes the bootstrap path look for haproxy:3.4.2-alpine3.24 instead. In airgap mode the containerd pull is skipped, so the bootstrap load balancer can fail to start and the Kubernetes API health check aborts the install.
