docs(runtimes): choose-a-renderer refactor

This is a pre-requisite for updating some of the runtime overview pages.

Simplified the page and made it easier to navigate. Also merged the 2 sets of tabs into 1. Got rid of headings inside tabs, which cause weird sidebar nav.
