Summary

Allow CLI platform notifications to specify an inclusive minimum CLI version. Compatible CLIs send their running version when checking for notifications, while older or incompatible CLIs skip targeted notices and continue to the next eligible notification.

Design

The target is stored in the versioned notification payload and validated as an exact SemVer. The server checks compatibility before updating interaction state, preserving existing behavior for unrestricted CLI notifications and leaving webapp notifications unaffected.
