Bump version to make PyPI and CI happy together

With good reason PyPI does not allow tagged version over-write. This release bumps to 0.9.3 to allow publication via CI.

Fork and Maintainance Release

This release publishes a maintained fork of the Python-DynamoDB-Lock project by whatnick. More maintenance on this will be performed as time allows. Feel free to reach me via issues and twitter to pay attention to PR's and manage release.
