Closes #65.\n\nImplements the evaluation-owned per-rule Evidence Budget Service, including atomic M/E/P/P_solve accounting, two rule-scoped submit attempts, idempotent spool requests, bounded subprocess output/resources, and separate non-root agent/oracle identities.\n\nVerification:\n- 252 passed, 1 skipped, 14 deselected (non-integration suite)\n- focused changed-file Ruff checks pass\n- Docker privilege smoke is baked into the image build; local Docker daemon was unavailable
