Adds a `phantom-ios` application to e2e/config/matrix.yml with no matching `e2e-build-phantom-ios` workflow in e2e/bitrise.yml. On a PR build the produce step selects it (via the `e2e` changed-file filter) and the fail-fast coverage guard aborts before any BrowserStack builds, exercising the guard in real CI.
